Are dogs allowed at Spanish banks?

At the very west part of Spanish Banks, there is an off leash area - big field and beach at the end. All other areas dogs need to be on a leash and they're NOT allowed on the beach anywhere else leashed or not nor at low tide anywhere other than right out from dog beach.
