IME, shoes are expensive in Paris, unless you are here during the winter or summer sales. H&M doesn't sell quality shoes, nor does C&A, they sell cheap shoes. You don't get quality ballerina flats for 10 euro, like you can at C&A which are some cheap synthetic shoe.
