Are you allowed to cosplay at Universal Studios Japan?
The park welcomes guests who wish to wear costumes. However, if we identify that any of the following rules and restrictions are being violated, you may be asked to leave or be prevented from entering the park.

And, yes you can bring your own Harry Potter robe from home to the theme parks. You will of course still have to follow the safety guidelines when it comes to wearing your Harry Potter robe on some of the rides at Universal!
Guests may not wear clothing or accessories (e.g. uniforms, costumes or props) that may create a false impression that guests work for Universal or as emergency personnel, including, without limitation clothing or items identified with law enforcement, security, firefighters, emergency responders or the military.
As a UO Team Member I don't care if you wear Disney stuff to my park. I might have a bit of teasing fun with you but it's all good. Lots of people wore Disney shirts to Universal while I worked there. We kidded them a little, but everyone on on both sides always had a fun day.
Bring along sunscreen or sun lotion during your trip to Universal, try to stick to the shaded areas as much as possible and keep reapplying the sunscreen. Travel bottles are available online in bulk so avoid overspending in the local stores in Orlando.
If you're bringing a point and shoot or just your phone, all you need to do is slip it inside a small bag or in a pocket (preferably a zippered pocket if you're taking it on intense rides.) If you're traveling with a DSLR, I recommend bringing the least amount of gear possible.
Water Wear – A spare bathing suit and towel for your day at Volcano Bay (again, accidents and rips happen). And a bathing suit under clothes or extra set of Dri-Fit clothing to wear on water rides or water areas at Universal Studios Florida and Universal Islands of Adventure.
Change of ClothesThis one is hit or miss, depending on your plans for the park (and mostly apply to Florida). There are several water rides and places you and your family are going to get wet. It may be smart to bring lightweight clothes to change into, or you could spend the $5 on a dryer.
