Sure you can do it. You need travel documentation for a minor, travel insurances, debit card preferably with chip and pin. You need to check in advance your accomondation accepts minors. You need to avoid drugs and other illegal activities.
Under the Portuguese Immigration law, foreign minors under 18 years of age entering or exiting Portugal must be in possession of an authorization letter of parental consent to travel, if travelling with adults other than their parent/s or legal guardians.

In the case of Dubai, the United Arab Emirates (UAE) has specific regulations in place regarding the entry of minors. As of my last update in September 2021, minors under 18 cannot enter Dubai alone. A parent or a legal guardian must accompany them.
