Can Disney security pull you over?

No. The quasi-governmental Reedy Creek Improvement District (RCID), which encompasses all Walt Disney World property and is controlled by Disney, has the power to create a law enforcement function, but it chose not to do so.

No, Disney Security officers do not have the legal authority to "pull you over" in the sense of a police traffic stop on public or resort roads. While Disney has a massive security presence, their officers are private employees with the power to observe, report, and detain individuals on their property for rule violations, but they cannot issue speeding tickets or perform arrests. However, the Orange County Sheriff’s Office (OCSO) and the Florida Highway Patrol have a dedicated presence on Disney property. These uniformed police officers can and do pull guests over for traffic violations on the roads within Walt Disney World. If you see a vehicle with flashing lights attempting to stop you, it is likely a sworn law enforcement officer, even if they are driving a vehicle marked for the Disney "district" (Reedy Creek/Central Florida Tourism Oversight District).
