Universal Orlando even mentions it on their very own website not to wear sandals. Sandals with the little plastic piece that goes between your toes can be really uncomfortable after a day of walking around a theme park.
A lot of people just take them off and sit on them during the ride. You can usually put your flip flops off to the side or some people sit on them where there is a danger of them flying off - the ones where your feet dangle - but not an issue on something like Rock N Roller Coaster.

A: The park allows visitors to carry water bottles (maximum 2 liters), small snacks, and special food items for dietary and medical requirements. “How to store cell phones? ” Hip sack is a great option... I have seen both men and women wear them...they will hold all personal items easily... keys, money, baseball hats, phones, sun glasses, etc...all of these items have been known to fly off / out of pockets while on certain rides.
Most of Universal Orlando's rides allow you to wear a fanny pack. The Incredible Hulk, Hollywood Rip Ride Rockit & Velocicoaster are the only attractions that require ALL items including cellphones be put into a locker.
Sure flip flops perfectly fine. no restrictions on footwear but suggest whatever you decide needs to be ultra comfortable - you will do tons of walking!! If you want to wear flip flops just be prepared to keep taking them off or carry lots of spares around with you!
A firm fitting buckled up sandal strapped around the ankle would be allowed. The most rejected are footwear that can come loose like flip flops and slip ons. Helpful? If you wear sandals, it's wise to take them off before any of the death defying rides.
