As of new regulations enacted on January 12, 2026, passengers on Indian Railways with a Waiting List (WL) ticket are strictly prohibited from traveling in reserved classes, including Sleeper and AC coaches. To board these coaches, you must have a confirmed (CNF) or RAC (Reservation Against Cancellation) status. If you are found traveling in a reserved coach with a waiting list ticket, you will be considered "traveling without a ticket" and can be fined up to ₹250 in Sleeper and ₹440 in AC classes, in addition to being asked to deboard at the next station. This rule change was implemented to reduce overcrowding and ensure the comfort of passengers with confirmed berths. If your ticket remains on the waiting list after the final chart preparation, it is automatically cancelled (for e-tickets), and the refund is processed to your original payment method. For those with physical counter tickets, you must visit a station counter to obtain your refund.
