The national Japan Rail (JR) Pass has very limited use for the local buses in Kyoto. The primary bus operators in the city, such as Kyoto City Bus (the green buses) and Kyoto Bus (the white/red buses), are private or municipal entities and do not accept the JR Pass. To get around Kyoto efficiently in 2026, travelers usually purchase a "Subway & Bus One-Day Pass" for 1,100 yen or simply use an IC card like Suica or Pasmo. If you are using a JR Kansai Area Pass, you may receive a voucher for a one-day subway card, but for the national JR Pass holder, the best value is found on the JR trains (like the Sagano Line to Arashiyama) rather than the city buses.
