The Balearic government introduced these "excessive tourism" laws to combat anti-social behavior and public intoxication. If you are caught carrying an open container of alcohol on the sidewalk or the beach in these zones, you can face an immediate fine ranging from €750 to €1,500, and potentially up to €3,000 for serious offenses involving large crowds. While you are perfectly free to drink on a designated bar terrace or in a restaurant, you cannot "walk and sip" as you move between venues. These rules also include a ban on retail alcohol sales between 9:30 PM and 8:00 AM in these specific districts, aimed at ending the "pre-gaming" culture that authorities believe leads to late-night disruptions in residential and hotel areas.
