Yes, you can drive a car onto Roosevelt Island in New York City, but it is not recommended for tourists due to the island's unique "car-lite" philosophy. There is only one way to drive onto the island: the Roosevelt Island Bridge, which connects the island to Astoria, Queens, at 36th Avenue. There is no direct car connection to Manhattan; drivers must go through Queens. Once on the island, parking is extremely limited and expensive. Most visitors are required to park in the Motorgate Garage, a massive parking structure located immediately at the end of the bridge, as street parking is largely reserved for residents with specific permits. Roosevelt Island encourages the use of its red "RIOC" shuttle buses, which are free and run the length of the island, or the iconic Roosevelt Island Tramway and the F-Train, both of which provide much faster and more scenic access from Manhattan than a car ever could.
