Can you take pictures with the characters at Disneyland?

You'll have to hop in line or ask a traveling character for a photo. The lines to meet characters at Disneyland are, for the most, part much shorter than at Disney World. For characters that walk around, they don't allow lines to form, but you can walk with them or ask them for a photo.

When you scan to enter the theme park for the first time, a Cast Member will take your photo as proof that the ticket has been assigned to you. It is very important that you have theme park reservations for each day that you are visiting Disneyland Park or Disney California Adventure Park.
