Yes, you can use a Pasmo card (and other major IC cards like Suica, Icoca, and Sugoca) on almost all buses and subways in Kyoto. Thanks to the "National Interoperability" system established in Japan, these cards are not city-specific. When boarding a Kyoto City Bus, you simply tap your Pasmo card on the reader near the driver when you exit (for flat-fare zones) or both when you enter and exit (for distance-based zones). This is significantly more convenient than carrying exact change or purchasing individual paper tickets. As of 2026, many travelers also use the digital version of Pasmo on their iPhones or Android devices, which allows for instant top-ups via Apple Pay or Google Pay, eliminating the need to find a physical charging machine at the station. However, keep in mind that you cannot "return" a Pasmo card for a refund of the 500-yen deposit in Kyoto; that can only be done in the Tokyo area where Pasmo is issued. If you are staying entirely in the Kansai region, you might prefer an Icoca card, but your existing Pasmo will work perfectly fine.
