Can you walk from monorail to Skyliner?

The only way to travel from the EPCOT monorail station to the EPCOT Skyliner station without entering the theme park would be to use a car service to travel from the front of the theme park to one of the resorts along Disney's BoardWalk and then walk from the resort to the Skyliner station.

In order to walk to the monorail entrance from Disney's BoardWalk, you do in fact need admission to Epcot. From Disney's BoardWalk, you have to walk into the International Gateway entrance to Epcot, through Epcot, and then out of the front gates of Epcot to get to the monorail entrance.

Note that the Skyliner is entirely FREE to ride for all guests. You won't be able to access it unless you get to one of its stations, so that could cause some barriers. But you don't need to be staying at one of the hotels on the Skyliner lines to use the service.
