Do children count as guests in airport lounges?

They let you bring in ALL of your kids. American lets you bring 2 guests or spouse/ domestic partner and all children under 18. Sounds normal but Delta often charges you or makes you pick your 2 favorites. Same with AMEX Centurion lounges or Priority Pass.
