Do you need a ticket for the Food and Wine Festival Disney World?
The festival itself is included in the price of admission to Epcot. This isn't a special ticketed event. If you want to enjoy the special food, merchandise, demonstrations, etc., those come at an extra cost.

Unfortunately, there isn't an option for a dining ticket or ticket that only grants you entry to the theme park for part of the day. So if you will be visiting Epcot for dinner, you could definitely spend a full day exploring the attractions, entertainment, dining and magic in the theme park.
If you desire to eat at a restaurant located inside a theme park, you will need to have a theme park ticket and a theme park reservation for that park for that day. There are tons of fabulous restaurants outside of the theme parks located in the Walt Disney World Resorts Collection and at Disney Springs.

Chef Mickey's is located in Disney's Contemporary Resort. Not only do you not need a park ticket, but you do not need to be a Guest of that resort hotel to dine at Chef Mickey's! As long as you are lucky enough to score a reservation at this popular character dining location, you can dine at the restaurant!
You will be very happy to hEAR there is absolutely no need to use park admission Tickets to dine at 'Ohana. This FABULOUS restaurant is located at Disney's Polynesian Village Resort, which is outside Magic Kingdom Park. 'Ohana is one of my favorite Disney restaurants to visit for dinner.
