They do not need a MagicBand. More importantly, you don't need to be keeping track of a toddler's MagicBand. All Guests over the age of three need valid admission, a theme park reservation, and a method of entry (MagicBand, MagicBand+, Disney MagicMobile pass, or admission card) to access the theme parks.
