Does Italy have Global Entry?

No. For US citizens, the passport is the only recognized form of ID. I can't see Italy accepting a Global entry card for the USA as a passport, but maybe I am wrong. My basis for that is that Global Entry is a US facility and so unlikely to be any use at all in Italy.
