Whether your makeup must be in a clear bag depends entirely on its physical form. Under the TSA's "3-1-1" rule, all liquid, gel, cream, or aerosol makeup (such as liquid foundation, mascara, lip gloss, setting spray, and cream blush) must be in containers of 3.4 ounces (100ml) or less and placed inside a single, clear, quart-sized, zip-top plastic bag. This bag must be removed from your carry-on for X-ray screening unless you have TSA PreCheck. However, solid and powder makeup (such as pressed powder foundation, eyeshadow palettes, stick concealers, and lipsticks) do not need to be in a clear bag and can remain in your regular makeup pouch. Note that if you are carrying large quantities of powder (more than 12 ounces or 350ml), TSA officers may ask to screen them separately. To streamline your travel, many frequent flyers now switch to solid "stick" versions of their favorite products to avoid the liquid bag requirements entirely.
