Ninoy Aquino International Airport (NAIA) provides a free inter-terminal shuttle bus, but its use is strictly reserved for passengers with confirmed connecting flights between Terminals 1, 2, 3, and 4. You must show your boarding pass or itinerary to use this "airside" shuttle. If you do not have a connecting flight and simply need to move between terminals (for example, to reach a different taxi stand or hotel), you must use the "landside" options. The most popular 2026 option is the UBE Express, which is a premium airport bus loop that costs approximately P50 to P150 depending on the route. While not free, it is safer and more reliable than traditional "jeepneys." Taxis and "Grab" (the local rideshare) are also widely available. Because the terminals are not physically connected and traffic in Manila is notorious, you should always allow at least 3 to 4 hours for a terminal transfer, even when using the free shuttle, to ensure you clear security and immigration at your new departure gate.
