You do not need a separate theme park ticket and theme park reservation for the day of the Oogie Boogie Bash that you will be attending. Your Oogie Boogie Bash ticket allows you to enter Disney California Adventure Park for up to 3 hours before the party begins, at 3:00 PM.

Your party wristband signifies you can stay in the park. If you're already in the theme park and don't have an Oogie Boogie Bash wristband, they can be obtained at the gate or at Blue Sky Cellar (near Wine Country Trattoria restaurant).

You now can only park hop AFTER 2PM. So you'll have to wait until well after lunchtime if you're planning on visiting another park. However, this rule is different for Annual Passholders.
