If an RLWL ticket does not reach "Confirmed" status by the time the final chart is prepared, the passenger is not permitted to board the train. Because RLWL has a much smaller quota of seats than the general pool, the chances of confirmation are usually lower, and the lack of an RAC "middle ground" makes it a riskier booking for those needing guaranteed travel.
