Does United Economy give a free carry-on?

However, if you book a Basic Economy ticket, the rules are much stricter: you are only allowed one small personal item, and a full-sized carry-on bag is not permitted unless you are traveling on certain international routes or hold qualifying MileagePlus Premier status. If a Basic Economy passenger brings a carry-on bag to the gate, they will be required to check it and pay the applicable checked bag fee plus a $25 gate handling charge.
