Yes, you can show your phone (with an image of your purchased ticket) to the Universal Studios staff at the front gate/entrance, and they'll scan the ticket and let you in.
The official ticketing site for Universal Studios Japan currently doesn't take Visa or Mastercard outside of Japan (as of January 2023), but you can go through authorized resellers like Klook or HIS.
If you split this amount to each member of the family, it might be worth it. Of all the items in the pic, the wands are the most expensive ones so one coming free may be a good deal. However, there is a limitted selection for the free wand.
