You cannot walk from T3 (or T2) to the rest of the airport or the outside world. You have to take a (free) bus from the central bus station to the road outside. You can, if you want, walk from that road outside around the airport to Terminal 4 (enter via the Hilton if you can't walk on the access road to T4).
