How does waterfall not run out of water?

The sun is the ultimate source of water in waterfalls. The sun causes the water in the oceans to evaporate. It deposits on higher elevations above sea level as rain, snow, sleet, or other precipitation. Eventually, all of this water will get back to the oceans.
