When traveling through a land border, you can get one at the border crossing by stopping at an immigration office or applying online. The FMM form for Mexico can only be filled in online if you travel by land, it cannot be filled in online if you're traveling by sea or air.
Many decide to apply online to avoid long queues at the border. You also avoid having to carry cash for the tourist card fee. The online application can be completed in less than an hour. The FMM online requirements are the same as those for travelers who apply in person.

Update: All airports have been removed from the FMM requirements. The Tourist Card (FMM) is no longer needed for visitors arriving by Air. For years, all tourists arriving in Mexico have been required to fill out their FMM form to get a tourist card.
All foreign passengers who are departing from Mexico through any airport or seaport must pay the Exit Tax for Mexico. This fee is applicable regardless of age or nationality.
A valid passport book is required to enter Mexico by air, and those attempting to enter at an airport with a U.S. passport card only may be denied admission.
