Craters of the Moon is pretty small. Unlike other national parks where you could spend a week there and still not see everything, you can pretty much see all of Craters of the Moon in one day. At Crater Lake, more important than time of day - my opinion at least - is that it's a sunny one. yes- very important that the skies be clear in order to get the best blue color. Since in August-I'd bet that if there were clouds they'd be in the afternoon(possible T-storms)-so morning/early afternoon better.
