According to the TSA’s strict 3-1-1 liquids rule, each passenger is limited to exactly one quart-size, clear, plastic, zip-top bag for all carry-on liquids, aerosols, gels, creams, and pastes. You cannot bring multiple bags of toiletries in your carry-on, even if they are small. Each individual container inside that single bag must be 3.4 ounces (100 milliliters) or less. If you have more toiletries than will fit in one quart-sized bag, they must be packed in your checked luggage, where there is no limit on quantity or size (provided they aren't hazardous). There are, however, important exemptions: "medically necessary" liquids and baby formula/breast milk are allowed in larger quantities and do not need to fit in your quart-sized bag, but they must be declared to the TSA officer for separate screening. For 2026, while some airports are installing advanced CT scanners that may eventually relax these rules, the "one bag" limit remains the national standard at security checkpoints.
