It's easy and I would say that most people would probably enjoy Tbilisi more than Yerevan. But Yerevan was (for us) a more cultural experience and we felt a deeper connection to the city. Ok I have been to both countries and without any bias I can say it depends on what youre looking for. If you want to see history and old ancient history or more into nature then I would say Armenia. If you want the big city feel with modern architecture then I would say Azerbaijan.
