Yes water fountains are available for free in coach on the superliners. For cafe purchases only debit/ credit cards are taken; no cash. I drank the water with no problem. I have drank the tap water on the train dozens of times without any issues.

Warm Layer or BlanketMany riders have had uncomfortable rail journeys due to being cold on the trains, even in summer. Be sure to pack a sweatshirt, fleece jacket, sweater or small blanket. The real luxury item for the train is an electric water heater. The cafe will usually give you free hot water, but this makes things so much easier. I plug it in at whatever table I'm at in the observation car, and then all day I make instant coffee, tea, oatmeal, instant soup, whatever just needs water. It's amazing.

Only sleeper car passengers have access to the showers. They are located in the sleeper cars on the lower level in Superliner train cars on down the hall on the Viewliner train cars. Amtrak provides a few items for you and the room attendant keeps the shower clean.
So they err on the side of caution, and instruct you not to drink the water, because they can't guarantee that it's potable. Even if the water is great when it goes in, it sits around in an unrefrigerated tank that doesn't get a thorough cleaning every day. That alone is enough to disqualify it for drinking.
