How to dress for Legoland water park?

Swim wear with exposed zippers, buckles, rivets, or metal ornamentation are not permitted. We have changing rooms available inside the Water Park. You must be fully clothed while entering and leaving the Water Park and may not wear just your bathing suit inside of the LEGOLAND Park.

I've never been to Discovery Cove, but yes water shoes can be worn in all water parks. Some body slides require you to remove them, but you can just hold them and when you get to the bottom put them back on :) I always wear my water shoes to water parks.
