To see it at night, you simply walk up the steps at any hour; the massive statue of Abraham Lincoln is beautifully illuminated by specialized lights that highlight the texture of the white marble. Late-night visitors (after 10 PM) can enjoy a much quieter atmosphere with a spectacular view of the Washington Monument reflecting in the pool. It is perfectly safe to visit at night as the area is regularly patrolled by the U.S. Park Police.
