There are shops, restaurants, cafes and hotels open all year and though there will be a majority of days when it will be too cold to swim there will still be plenty to see and the experience of exploring the old city without all the tourists around is something I look foreword to.

Rhodes is not an island you can see on foot. You need wheels of some sort: public bus, group-shared taxi, rental car, or organized bus tour for around-the-island excursions.
Among the biggest dangers on Rhodes aren't the roads less traveled, it is the every day Rhodes. Many of the ancient sites, and even much of the Medieval City is known for its steep, and at times jagged, paths. The acropolis path takes some caution, especially if there is light rain.
