Roatan much, much better for snorkelling. Cozumel's best stuff is too deep & offshore for snorkelling. Go snorkel in West Bay in Roatan and swim out to the reef wall - best snorkelling I've ever done. Of course, you're going to get much more if you dive rather than snorkel in either island.
