Tourists are generally very safe everywhere unless they are extremely careless. Montego Bay is a city so there is crime like any other city but if you avoid doing things you would not do in say NY you should be fine.

Avoid walking alone at night. If you must, stay in populated areas and on the main roads. It's also in your best interest to not walk around deserted areas, even in groups and even during the daytime. In a similar vein, don't go to the same restaurant every night.

Though both countries pose a medium to high level of risk, Mexico seems to offer more peace of mind. However, in my opinion, that is due to its size and greater choice of tourist destinations to visit. Jamaica of course offers this but the options are limited.
