i am probably a little biased but I think La Spezia is indeed a good base. You have all the amenities of a city (shopping, bars and restaurants) yet only 8 mins away from Riomaggiore by train and on to the rest of the cinque terre. Buses every 15 mins to Lerici or every 30 mins to Portovenere.
