Yes, the Tower of London is located near Buckingham Palace. In fact, the two are only about half a mile apart. Depends what you mean by “near”. It's about 3 miles away, which means you could have a pleasant walk along the Embankment for about an hour, although I'd recommend staying on the south bank as long as you can.
