Is Navigo pass only for residents?

The Navigo Découverte pass is available to everyone, and is not limited to residents of Île-de-France. The card is purchased (with no travel enabled) for a one-time fee of €5 at staffed ticket counters, and is sold together with a cardboard wrapper and a plastic holder.

The Navigo Easy Card is accessible to everyone, available immediately and without formality. It is anonymous and transferable to only one person at a time: the same Navigo Easy card cannot be used by several people simultaneously.

Can you buy the Navigo Decouverte Pass at Charles de Gaulle airport? You can purchase a Navigo Decouverte card (5€) at either of the CDG, RER stations (in terminal 2 or Roissypole). You may load any of the various passes at the same time as when you purchase the card.

Passport tickets with timed entry grant priority admission and are valid for thirty minutes every hour, at 9am, 10am, 11am, 12pm, 1pm, 2pm and 3pm. Priority admission to the Palace is permitted once only at the booked time on the ticket. There is no timed entry for the estate of Trianon.

Yes you can buy Navigo Decouverte pass at Gare de Lyon. The best place would be the ticket office for Ile-de-France trains. The Gare de Lyon Ile-de-France ticket office should be open from 7:00 a.m. till 9:00 p.m.
