It is. Coming from Europe where I take walking to places for granted, I was surprised to see how a big city like Seoul can be explored on foot if you'd like. It's also pedestrian-friendly to my eyes, meaning there are always good signs, crosswalks, lights etc to help you navigate the city easily.
