Siam Park in Tenerife is widely considered the best water park in the world, and it is exceptionally well-suited for 5-year-olds. While many of the park's "high-adrenaline" slides (like the Tower of Power) have height restrictions of 1.25m or 1.4m, there are massive areas dedicated specifically to younger children. The "Lost City" is a giant water fortress with 15 different slides, bridges, and water buckets designed specifically for kids. Additionally, "Sawasdee" is a special zone that features miniature versions of the park's most popular adult slides, allowing 5-year-olds to experience the "big kid" thrills in a safe, scaled-down environment. The "Siam Beach" area has a very gentle slope into the water, making it perfect for wading, and the "Mai Thai River" (the world's longest lazy river) has a dedicated "slow lane" and life jackets available for children so they can float safely with their parents. Most 5-year-olds are tall enough for the family wave pool and several of the moderate raft rides if accompanied by an adult. It is a very family-friendly park with plenty of shade, though bringing water shoes is highly recommended as the floor can get very hot.
