Their findings strongly seem to indicate that the watered-down liquor claim is not universal among all-inclusives! Now granted, their alcohol measuring device did indicate a slightly low percentage- 33% as opposed to the expected 37.5%.

Yes it does include all the drinks in the mini bar and in the resort, except for fine wine at the restaurants. It's pretty much almost all the drinks you want to have around the resort. Hope it helps!
