Is the monorail to Sentosa free?

If you use the Sentosa Express monorail, it's SGD4 per person, but the monorail is free once you're on the island. The cable car from Harbourfront includes the admission in the standard price. If you use the 123 bus admission is free. Taxis are free to Resort World, elsewhere you pay upto SGD6 per vehicle.
