Is there RAC in 2S?

One Berth is allowed to seat 2 person, Here in Case of 2S is single seat so how two person can be accommodate on one seat, thus no RAC on 2S. Which one is better, RAC or WL? RAC stands for Reservation Against Cancellation while WL stands for Waiting List.
