Is touching bison in Yellowstone illegal?

It is illegal to “feed, touch, tease, frighten or intentionally disturb wildlife,” according to the NPS. For instance, the Hawaii man who interfered with the baby bison was fined $1,000. Yellowstone and Grand Teton authorities are investigating at least two of the events.
