We would still recommend visiting Universal Studios Florida with a 4-year-old as the entire family will be able to enjoy Despicable Me Minion Mayhem, Animal Actors on Location , Kang & Kodos's Twirl 'n' Hurl and even ET.

There is a lot of stimulation at Universal Studios Hollywood for toddlers. If you need a quiet spot to decompress (or you need to nurse a baby), hop into a quiet room in the Family Center located near WaterWorld. You can use a private room with a chair for an adult, and one for a child with some toys.
That said, Wizarding World (like most of the rides at Universal Studios) is probably best suited for kids 7 & up. Kids who are already well-versed in all things Potter will have the best time since every nook and cranny is inspired by J.K. Rowling's sprawling imagination.

So, which Universal park is better for kids? As a general rule of thumb, we find that Universal Studios is the better choice as it has plenty of kid-friendly options when it comes to rides, shows, and character meet and greets!
Because Disney does not have a child switch option, you need to prioritize all the kid-friendly rides and ride those. And even so, you may not be able to cover the whole park in a day. With small children, Universal is much more “coverable.” You feel that you've seen it all, or most of it, by the end of your trip.

However, the Universal Studios age recommendation is a fairly mature 8 years-old. If they're younger they probably won't be able to appreciate much of the entertainment or be able to go on many rides, but families do have a fun experience when taking a trip together.
That's the same as the neighboring Wizarding World attraction that is inside Hogwarts Castle, Harry Potter and the Forbidden Journey. Children are roughly 7 to 8 years old when they typically reach 48 inches. Anybody under that height would not be allowed to ride.
