All guests 2 and under enter for free. Certain ticket types (for example, Annual Passes) are offered with just one price for all guests. For these products, there is no height-based nor age-based discount version.
However, the Universal Studios age recommendation is a fairly mature 8 years-old. If they're younger they probably won't be able to appreciate much of the entertainment or be able to go on many rides, but families do have a fun experience when taking a trip together.
Hollywood Studios is okay, but not great, for toddlers. Hollywood Studios has the most limited ride lineup for toddlers, with only two rides with no height requirement.
Being a movie-making geek, Universal Studios Hollywood is an entertainment mecca for me. You could certainly spend multiple days there seeing all the theme park has to offer but 6-7 hours should cover the main sights and experiences to get through that you are interested in.
There is a lot of stimulation at Universal Studios Hollywood for toddlers. If you need a quiet spot to decompress (or you need to nurse a baby), hop into a quiet room in the Family Center located near WaterWorld. You can use a private room with a chair for an adult, and one for a child with some toys.
