In 2026, the primary low season months in Japan are January and February, as well as the transition period in mid-May to June. During the winter months of January and February (excluding the New Year period), temperatures are cold and many major sights see their lowest visitor counts, leading to significantly cheaper hotel rates and fewer crowds. The only exceptions are ski resorts in Hokkaido and Nagano, which peak during this time. Another "value" window is mid-May, immediately after the chaotic "Golden Week" holiday ends, when the weather is still pleasant but the crowds have dispersed. Late June to early July is also considered a low season due to the Tsuyu (rainy season), which brings humidity and frequent rain to much of the country. If you want the absolute best value for money and the shortest lines at temples, the deep winter months of mid-January to early February remain the best time to visit the "Big Three" cities of Tokyo, Kyoto, and Osaka.
