If you cancel a train ticket that is still on a Waitlist (WL) or has RAC (Reservation Against Cancellation) status on Indian Railways, you are entitled to a nearly full refund. For waitlisted e-tickets, if the ticket remains unconfirmed after the final chart is prepared, it is automatically canceled by the system, and the full fare is credited back to your account minus a small clerkage fee of approximately ₹60 per passenger (plus GST for AC classes). If you choose to cancel a waitlisted ticket manually before the chart is prepared, the same ₹60 clerkage fee applies. For RAC tickets, if you cancel at least 30 minutes before the scheduled departure, the same flat clerkage fee is deducted. It is important to note that once a ticket is Confirmed (CNF), the cancellation charges become much higher and are based on how close you are to the departure time (ranging from 25% to 50% of the fare). Therefore, if you are certain you won't be traveling, it is financially better to cancel while the ticket is still in the "Waiting" stage to minimize the deduction from your refund.
