On Indian Railways, the status of a "Waiting List" (WL) ticket determines whether you are even legally allowed to board the train. If your ticket remains fully Waitlisted after the final reservation chart is prepared (usually 4 hours before departure), you are strictly prohibited from boarding the train. If you booked an e-ticket, it will be automatically canceled and refunded to your account. If you have a physical counter ticket, you must go to a station window to get a refund. However, if your ticket moves to RAC (Reservation Against Cancellation) status, you are permitted to board and are guaranteed a "sitting" space (usually sharing a side-lower berth with another passenger), but not a full bed. If you are caught traveling in a Sleeper coach with a waitlisted ticket that was not confirmed, you can be fined and deboarded at the next station as a "ticketless" traveler. For those on a "partially confirmed" PNR (where some passengers are confirmed and some are waitlisted), the waitlisted passengers are technically allowed to board, but they must share the berths of the confirmed passengers in their group.
