As the numbers suggest, a 16–25 railcard is for people who are 16–25 years old, and a 26–30 railcard is for people who are 26–30 years old. If someone is described as being in their “late twenties”, I would assume they were between 26 and 29. Therefore, they would only be eligible for the 26–30 railcard.
